Kotor sits at the end of one of the most dramatic bays in Europe, a fjord-like inlet ringed by mountains, with a walled medieval Old Town, a fortress high above it and small stone villages along the water. It is small and easy to explore, but where you stay makes a big difference to your trip, from the lanes of the Old Town to quiet waterfront villages and the baroque town of Perast.

Below we explain the best areas to stay in Kotor and who each one suits, followed by the six places we would book first across every budget, from a guesthouse with a view in Perast to a palace hotel on the water. The picks are based on location, facilities and Booking.com reviews.

The best areas to stay in Kotor

Kotor Old Town is tiny, so many visitors stay just outside it or elsewhere on the bay. These are the six areas we would look at first.

Old Town
Best for first-timers and sightseeing
The walled, UNESCO-listed medieval town, a maze of stone lanes, churches and squares beneath the climb to St John's Fortress. Staying inside the walls means you can explore early and late, when the cruise crowds have gone. It is car-free, can be noisy in summer, and rooms are small and in demand, so book early.
Dobrota
Best for quiet waterfront stays
A long, narrow village stretching north along the bay from the Old Town, with stone captains' houses, small swimming platforms and waterfront restaurants. It is calmer than the Old Town, a 15 to 30 minute walk or short drive away, and most places have parking.
Muo and Prčanj
Best for views of the Old Town
Small villages on the opposite side of the bay, with views back across the water to the Old Town and the fortress. They are quiet and good for apartments with a pool or a sea view, and about 5 to 10 minutes by car from the Old Town.
Škaljari
Best for value near the Old Town
The residential area just south of the Old Town walls, with supermarkets, local cafes and a good choice of apartments and guesthouses. It is a few minutes' walk from the Old Town gates and usually cheaper than staying inside.
Perast
Best for romance and a slower pace
A small baroque town about 15 kilometres up the bay, with palaces on the waterfront and boats out to the islet of Our Lady of the Rocks. It is one of the most beautiful spots in Montenegro and very peaceful in the evening, but you will need the bus, a taxi or a car to reach Kotor.
Tivat
Best for the airport and marinas
A modern town on the other side of the peninsula, close to Tivat airport, with the Porto Montenegro marina, a long promenade and newer hotels. It is a good base if you want restaurants and bars by the water, and Kotor is about 20 minutes away by car.

FAQ: where to stay in Kotor

Inside if you want to walk everywhere and see the town early in the morning and in the evening, when it is at its best. Outside, in Dobrota, Muo or Škaljari, if you want more space, sea views, parking and a quieter night. Everywhere on our list is within a short walk, bus or drive of the Old Town.

The Old Town is car-free, and the car parks around the walls are small, paid and often full in summer. If you are driving, stay in Dobrota, Muo or Perast, where most places have their own parking, or ask your host about a space before you book.

Yes, if you want peace and beautiful views more than nightlife. Perast is about 15 kilometres from the Old Town, around 20 to 25 minutes by car or bus, and the evenings there are quiet once the day visitors leave.

Tivat airport is the closest, around 8 kilometres away and 15 to 20 minutes by taxi. Podgorica airport is about 90 minutes away by car, and Dubrovnik in Croatia about two hours, including the border crossing.

May, June, September and early October are the best months, with warm weather, swimming and fewer crowds. July and August are hot and busy, especially when cruise ships are in port, and many places are quieter or closed in winter.
